WHILE THE FBI TURNS A BLIND EYE
Miami wanted to repeat the Havana terror campaign in Caracas

Jean-Guy Allard

ON August 11, 1997, the Cuban-American National Foundation (CANF) proclaimed in the Miami press the "unconditional support" of that organization for acts of terrorism which, according to the document, had been provoked by highly organized elements inside the country, possibly within its own armed forces."

Thirteen years later, the extreme right in Miami wanted to carry out a similar operation, this time in Venezuela, according to Telesur’s report on the initial statements of Salvadoran terrorist Francisco "El Panzon" Chávez Abarca, following his arrest in Caracas, exposing international terrorist Luis Posada Carriles.

In 1997 this same Salvadoran, hired by Posada, not only came to Cuba where he engaged in three operations, but also organized the series of explosions carried out by fellow Salvadoran Ernest Cruz León, which led to the death of tourist Fabio di Celmo on September 4 of that year, but recruited, trained and sent other mercenaries to Havana.

In the 1960s, when the CIA implemented the Machiavellian concept of "autonomous operations," the source of an endless list of acts of terrorism, the U.S. government gave the green light to a group of Cuban-American mercenaries that it trained to overthrow Cuba’s revolutionary government.

The 1997 conspiracy to unleash terror in Cuba was undertaken, with the approval of U.S. intelligence, in the very offices of the CANF, created in September 1981 under the Reagan-Bush duo by CIA agent Jorge Mas Canosa who, like Posada, graduated from the terror academy of Fort Benning.

POSADA, DE FANA, POLEO & CO.

Since then, the Miami mafia has expanded to include a whole gang of Venezuelans who had made opposition to President Chávez their business, as did the accomplices of the Fulgencio Batista dictatorship after 1959, with the support of successive U.S. administrations.

At the end of February 2009, at the initiative of Posada and Angel De Fana Serrano, Cuban-American terrorists and Mafiosi met publicly in Miami along with Venezuelan coup plotters headed by Patricia Poleo and Venezuelan military traitors, without any intervention from the FBI.

De Fana is a notorious terrorist who, in 1997, was part of a plot hatched by Posada to assassinate Cuban President Fidel Castro at the Ibero-American Summit taking place on the Venezuelan island of Margarita.

Patricia Poleo, a fugitive from Venezuelan justice for having conspired to assassinate Attorney General Danilo Anderson, was one of the most important people invited to that meeting.

Described as a star CIA agent due to her anti-Venezuelan operations directed from the United States, the daughter of millionaire editor Rafael Poleo (a long-time associate of the Cuban-American mafia), has maintained ties with Cuban terrorists, the Colombian right and her coup-supporting Venezuelan family. She is known to be behind different operations against the Bolivarian Revolution carried out with the complicity of the U.S. embassy in Caracas.

Among the Venezuelan conspirators who took part in the meeting was no less than Army Colonel Gustavo Díaz, who acted as Pedro Carmona’s personal assistant in the coup d’état against President Chávez in 2002.

Also present was Javier Nieto Quintero, the traitor captain of the Venezuelan National Guard, who in 2004 was linked with linked to a case concerning Colombian paramilitaries, and Lieutenant Colonel José Antonio Colina Pulido, responsible for a bomb attack on the Spanish and Colombian diplomatic offices in Caracas in 2003.

This group also included Joaquim Chaffardet, former chief of the DISIP, who also lives in Florida, from whose house explosives and material related to the attack on the Cubana passenger plane which was destroyed in mid-flight in 1976 were seized.

Chaffardet is the same "Venezuelan attorney" employed by Luis Posada Carriles’ supporters in El Paso to obtain an order from Judge William Lee Abbott to block his client’s extradition to Venezuela.

Chaffardet and Miami terrorist Nelsy Castro Matos were among Posada’s closest collaborators when he was sent to Venezuela in 1967 by the CIA as an advisor to DIGEPOL, which later became DISIP. Under the nickname of ‘Comisario Basilio,’ he kidnapped, tortured, executed and "disappeared" dozens of prisoners during more than seven years.

On the other hand, a number of Cuban terrorists who have lived in Venezuela for decades have been in constant contact with Luis Posada Carriles in recent years, among them Nelly Rojas, who acted as secretary of the hitman; her husband Pedro Morales, Salvador Romaní and Ricardo Koesling.

A DIABOLICAL MACHINE WITH MANY RELICS

From Miami, Posada and his gang of killers have reactivated their diabolical machine, with the authorities turning a blind eye.

According to various sources, the man pointed to as Posada’s accomplice in his Central American network, is Henry López Sisco, ex-chief of operations of the Intelligence Services Directorate (DISIP), who has been publicly exposed in Venezuela as responsible for the massacres that occurred in that country in the 70s and 80s.

A secret police torturer and killer under the administration of Carlos Andrés Pérez, López Sisco is linked to a long line of murders, disappearances and abuses unleashed in the 70s to eliminate group of rebel youth. In August of 1975, he directed the meetings between police representatives from Carlos Andrés Pérez’ government and the chief of Pinochet’s DINA.

On April 12, 2002 in Caracas, with Salvador Romani and Ricardo Koesling, he organized the assault on the Cuban embassy during the failed coup against Chávez.

Terrorist Francisco Pimentel, an accomplice in the 1997 attacks in Havana belongs to the same Cuban American network, as does Hermes Rojas, who tortured people with Posada in El Salvador. Not to mention the coup plotter Alejandro Peña Esclusa, currently head of UnoAmerica, a Latin American fascist organization promoted by ex military officers from Operation Condor and another accomplice in terrorist actions.

In El Salvador, Peña Esclusa was advising ARENA, the party responsible for the assassination of Archbishop Oscar Arnulfo Romero.

Peña has also been denounced as a conspirator in the recent attempt to assassinate Bolivian President Evo Morales by the gang of neo-Nazis who dominate the locality of Santa Cruz.

"NOW, IF THE TERMITES GET TO THE PIANO"

Many elements of the conspiracy that led to the death of Fabio Di Celmo have come to light since then and they all demonstrate that the 1997 terrorist campaign, including the murder of Di Celmo, was born from the immunity from prosecution authorized by U.S. authorities for Cuban-American terrorists living in the United States.

However, the FBI has not learned any lessons from the past. It is still covering up ultra-rightwing Latin American terrorism in the service of oligarchical fanatics who have found sanctuary in Miami.

With the arrest in Venezuela of Posada Carriles’ right-hand man, history is repeating itself for those who have not understood the lessons of the past.

An observer of the Miami fauna, upon hearing "Panzon’s" statement pointing to Posada, commented: "Let’s see if the termites get to the piano."
